How We Enable

Voluntary water market transactions are a powerful but underused tool for meeting future water needs in Texas. They also create financial value for water rights holders and other stakeholders.

We intend to build a marketplace that will enable water utilities, businesses, landowners and other water rights holders to pursue water transactions that strengthen water supply resilience and economic growth.

We will foster a diverse suite of market-based solutions, including water reuse infrastructure, dry-year water transactions and net-zero water buildings and subdivisions. In addition to training and deploying strategic partners who can pursue such projects, we will identify priority basins where projects are most needed.
